Bigger Building Sought For Long-Vacant Mapleton Site Beside Bowls Club

The vacant block beside the Mapleton Bowls Club at 3 Post Office Road, a piece of land the village has watched sit empty for years, appears to finally be moving. Sunshine Coast Council is assessing an application to change an existing approval on the site, increasing the number of dwellings from three to five, consolidating the design into a single building, and adding a small third-storey element. The application, MCU21/0253.01, was lodged on 15 July 2026 by Murray & Associates on behalf of the landowner, Mapleton Enterprises Pty Ltd, and is currently with council officer Jessica McKauge for assessment.

The site has carried an approval since February 2022 for three dwellings and a ground-floor healthcare tenancy, but nothing was ever built. This application does not introduce development to an undeveloped site so much as ask council to allow a bigger, more consolidated version of a project already on the books.

What Is Being Proposed

The new design brings the three original buildings together into one, lifts the unit count to five, comprising four two-bedroom units and one three-bedroom unit, and keeps the 54 square metre healthcare tenancy on the ground floor. Nine car parks and eight bicycle spaces are included.

On design, weatherboard cladding, breeze block screening and a heritage-style balustrade echo older buildings on Obi Obi Road and Post Office Road, and the renders show a low, verandah-style frontage closer in feel to Mapleton’s older commercial buildings than a typical modern unit block. The third-storey component is set back from the street and sits toward the rear of the site, which is presumably why the applicant argues the building reads as two storeys from Post Office Road itself.

The Planning Detail

A handful of figures in the application sit outside the norm. Residential density works out at roughly 77 equivalent dwellings per hectare, above the site’s usual 30 to 50 range, and the applicant has lodged this as a formal exception to the standard rule rather than claiming it complies outright, arguing the increase is justified by the site’s central, well-serviced location. The design also includes a small third-storey element, where the local plan sets a two-storey limit, though the applicant argues it reads as two storeys from the street given how far it sits back from the frontage.

Two smaller details stand out. The site is listed at 693 square metres throughout the planning report and design drawings, but one section of the application, testing the proposal against a rule requiring a minimum 800 square metre lot, states the site is larger than that. And while the civil engineering plans do show water and wastewater tanks sized for the increased number of dwellings, a servicing arrangement that matters in a village without mains water or sewerage, the drawings note the tank capacity is still subject to confirmation.

The application is listed by council as “Code Assessable” and “In Progress,” with a confirmation notice generated on 17 July 2026. Applications assessed at this level don’t typically carry a formal public notification or submission period. Residents can follow the application’s progress on the Development.i portal using the reference MCU21/0253.01, or contact council’s Development Services team on 07 5475 7272.

Part Of A Bigger Conversation

The application also lands while council is partway through its biggest planning overhaul in a decade. Sunshine Coast Council spent much of the past year drafting an entirely new planning scheme to replace the 2014 version, running formal public consultation on the draft between 15 July and 19 September 2025. It was a substantial exercise, with roughly one in five residents visiting council’s Have Your Say website and more than 2,200 people attending information sessions and forums across the region.

For the Blackall Range, the proposed new scheme would fold Mapleton, Montville and Flaxton into a larger Blackall Range–Maleny Local Plan Area. On the draft released for consultation, it would keep the same two-storey and 8.5 metre height limit, retain low-density residential zoning and larger minimum lot sizes, and strengthen scenic amenity protections, broadly the same character-protecting settings as today’s scheme rather than a loosening of them.

Then Mapleton and District Community Association president Max Standage welcomed much of the draft at the time, calling the retained height limits and lot sizes a positive outcome and the strengthened scenic protections “very welcome.”

None of that has yet taken effect. Council has said its review of submissions is expected to continue well into 2026, so the 3 Post Office Road application is being assessed entirely under the current scheme, not the draft one. Still, it gives this particular application an added layer of interest, it’s playing out under the old rules at the same time the community has just spent a year telling council, through the new scheme consultation, that it wants those very rules on height and density kept largely as they are.

For a site the village has watched sit idle for years, there’s a reasonable amount to like in what’s proposed, healthcare use retained, materials that make an effort to match the street, and a design that appears to have been thought through rather than dropped in. There remain legitimate concerns too, not least around water servicing, and whether allowing a third storey here sets a precedent for future applications along the range. The matter currently sits between council and the applicant, with assessment ongoing and no decision date yet listed.
